Abstract This Decree provides for the management of endangered, precious and rare plants and animals from Viet Nam's forests. Endangered, precious and rare plants and animals shall be divided into two groups as specified in article 2 and in the list attached to this Decree. The Agriculture and Rural Development Ministry shall direct and guide the study and assessment of the actual state of endangered plants and animals (art. 4). Provisions on the exploitation of Group I and Group II endangered plants and animals are outlined in article 6. Articles 7-9 deal with the transportation, storing, development, processing and trade of endangered, precious and rare plants and animals. Provisions on the handling of violations are given in article 10. Article 12 defines rights and obligations of forest owners.
