Abstract

The Regulation on the procedure for allocating subsidies for silkworm seeds delivered to cocoon breeders by cocoon processing and cocoon seed production enterprises shall be approved in accordance with Annex 1 with a view of: (a) creating an address list of cocoon processing and cocoon seed production enterprises that will receive a subsidy for each box of silkworm seed delivered to cocoon breeders; and (b) establishing the procedure, terms and conditions for allocation of subsidy for each box of silkworm seed supplied to cocoon breeders by cocoon processing and cocoon seed production enterprises. The Ministry of Economy and Finance of the Republic of Uzbekistan allocates the necessary funds for subsidies to cocoon processing and cocoon seed production enterprises at the expense of the national budget of the Republic of Uzbekistan as follows: (a) in the 2023 financial year, it will be allocated from the subsidies provided to natural persons who grow cocoons (wet cocoons) in households; and (b) in the financial years 2024 and 2025, according to the request of the Committee for the Development of Silk and Wool Industry under the Ministry of Agriculture, ensure that it is provided for in the parameters of the State budget of the Republic of Uzbekistan. Subsidy shall be intended funds provided from the national budget of the Republic of Uzbekistan for each box of silkworm seeds delivered directly to cocoon breeders, provided that they are not returned to cocoon processing and cocoon seed production enterprises. Subsidy recipients are cocoon processing enterprises supplying silkworm seed to cocoon breeders and cocoon seed production enterprises. The Committee for the Development of the Silk and Wool Industry under the Ministry of Agriculture of the Republic of Uzbekistan together with the "Uzbekipaksanoat" association together with the regional offices of the Committee and the regional "Agropilla" LLCs of the Association, based on the proposals of the production enterprises, develops forecast parameters for the volume of silkworm seeds to be cultivated in the following year and submits them to the Ministry of Economy and Finance of the Republic of Uzbekistan for consideration in the formation of parameters of the State budget of the Republic of Uzbekistan by July 20 of each calendar year. The regional offices of the Committee and the regional "Agropilla" LLCs of the Association together with the recipients of subsidies will form the address list of the recipients of subsidies for each box of silkworm seeds delivered to cocoon breeders in accordance with Annex 2. The address list is formed based on the amount of silkworm seed procured and delivered to the cocoon farmers under the contract and the amount of subsidy required to be distributed to the beneficiaries. The Committee will transfer the funds allocated for the subsidy to the bank account of the subsidy recipients within ten working days after receiving the address list of the subsidy recipients. Subsidy recipients will submit to the Committee information on the volume of silkworm seeds delivered and received by cocoon breeders and the use of subsidies (with an invoice and a payment order attached) in accordance with the form contained in the Annex 3. In this case, the information must be submitted by July 1 of each calendar year for the first and second seasons, and by September 1 of each calendar year for the third and fourth seasons. The Committee will publish information on the amount of allocated subsidies on its official website by the end of the year.
