Abstract

This Decree establishes that license shall not be required for wholesale trade of beer of national production, sparkling and natural wines. The Regulation on the procedure for licensing of wholesale trade of liquors and penalties for the infringement of licensing terms and conditions establishes licensing procedure, terms and conditions, and sets forth measures and sanction applicable for violation of the terms. Wholesale trade of liquors shall be regulated by the Inspectorate for Alcohol and Tobacco Market Regulation subordinated to the Ministry of Finances. Only legal persons shall be licensed for wholesale trade of liquors. License for wholesale trade of liquors shall be open-ended and non-transferable. Licensing terms and conditions include technical storage, acceptance, transfer and distribution of liquors. Licensing agreement between the Inspectorate and the applicant shall include the following information and data: (a) personal information data of signatories thereto; (b) requisites of the Parties; (c) licensed activities; (d) liability and penalties; and (e) licensing terms and conditions and the procedure of control by the licensing authority.
