The purpose of the Regulation shall be to register areas under agricultural crops and plantation of perennial plants that have been destroyed or damaged by the natural disasters, to evaluate the state thereof and to elaborate the proposals as regards the subsequent utilization thereof. The Regulation shall be compulsory for all the agricultural organizations irrespectively of the form of property and peasant farms. Areas under agricultural crops and plantations of perennial plants that have been either destroyed or severely damaged as a result of adverse weather impact or epiphytic diseases, fire, destruction by wild animals, rodents and other circumstances as a result of which it is impossible to obtain the planned harvest shall be subject to writing off.
