It shall be applicable to wild flora species, including trees, shrubbery, grasses, seed plants, berries, edible nuts and mushrooms. The following uses of wild flora species shall be authorized: (a) procurement and harvesting of wild growing species for animal feed; (b) grazing; (c) use of wild flora for hunting purposes; (d) procurement of medicinal plants; (e) harvesting of wild growing species for foodstuffs; (f) sanitary felling; (g) use of wild flora species for scientific research; (h) use of wild flora species for recreational purposes; (i) use of wild flora species for nature conservation purposes; and (j) herbal collections. Annex III contains scheme for issuing permits in the sphere of international trade in endangered species of wild flora and fauna (CITES) in the territory of the Republic of Uzbekistan. It envisages 3 stages: (a) stage 1 – the applicant prepares all the necessary materials and files application form for removal of endangered wild fauna species recorded in the Red Book from their natural habitat, submitting them to the State Biological Control Agency subordinated to the State Committee on Ecology and Environmental Protection; (b) stage 2 - State Biological Control Agency subordinated to the State Committee on Ecology and Environmental Protection accepts the applicant’s documentation, summarizes it and submits to the Academy of Sciences, requesting expert opinion on the matter; Academy of Sciences examines submitted documentation at Inter-departmental commission on biological resources and drafts substantiated expert opinion/conclusion for transfer to the State Biological Control Agency subordinated to the State Committee on Ecology and Environmental Protection; upon receipt of the expert opinion/conclusion from the Academy of Sciences, the State Biological Control Agency subordinated to the State Committee on Ecology and Environmental Protection prepares the documentation and submits it for approval by the Cabinet of Ministers; and (c) stage 3 – the Cabinet of Ministers examines the documentation and either approves or refuses removal of endangered wild fauna species recorded in the Red Book from their natural habitat, and then submits its decision to the State Committee on Ecology and Environmental Protection; State Biological Control Agency after approval by the Cabinet of Ministers issues permit after the payment of fees and, in case of refusal, notifies in a written form the applicant, specifying the grounds for refusal; State Biological Control Agency, case of necessity resubmitted documentation within the established time period after the removal of causes that were the grounds for refusal, and either issues the permit to the applicant or notifies in a written form the applicant of the refusal.
