It envisages forest management by permanent forest managers (forestry enterprises, institutions and organizations with permanent forest management permit) and temporary forest managers (natural and legal persons performing short term 3 years, and long term 10 year forest management). General management of wild flora species by natural persons shall be performed free of charge. Public forest can be allotted to permanent forest managers and temporary forest managers for the following uses: (a) grazing; (b) haymaking; (c) apiculture; (d) fuelwood collection; (e) educational and recreational purposes; and (f) scientific research.
