Decision on constitution of complex landscape reserves shall be made by the Cabinet of Ministers. Complex nature reserves shall perform the following functions: (a) ecosystems conservation; (b) scientific research and environmental monitoring; (c) maintenance of biological and landscape diversity and keeping ecological balance; and (d) ecological education.
