Abstract

This Decree establishes rules and regulations for state registration of radioactive substances, radioactive waste and sources of ionizing radiation, and supervision over turnover thereof on the national territory. The following shall be subject to compulsory state registration and supervision: (a) radioactive substances classified as hazardous substances by hazardousness risk in accordance with Annex 1; (b) solid and gaseous radioactive waste classified in accordance with Annex 2 and Annex 3; and (c) radionuclides. State registration and supervision shall ensure data collection, processing and reporting so as to prevent unauthorized access to the aforesaid information. The following nuclear materials (sources of ionizing radiation) shall be subject to compulsory registration: (a) plutonium; (b) uranium; uranium-233; uranium-235; and (b) special non-nuclear materials – thorium and heavy water.
