The owner must be a member of the Kuwaiti Association of Fishing Vessel Owners. The vessel must hold a valid licence and must not have been subject to transfer of ownership during the two years preceeding the date of presentation of the application. Contravention of provisions of this Decree shall be subject to penalties as provided for by Law No. 46 of 1980.
