Abstract

The State Duma points out the defects of the use of land in protected areas and sanitary zones situated near drinking-water supply pumps. The use of land in protected areas and sanitary zones for purposes other than those of environmental protection contradicts Water Code and Forestry Code. Often such infringements of the legislation currently in force are based upon Ministerial Decrees regarding transfer of forest land of the 1st category to agricultural land. The State Duma entitles the Government to restore the status of forest land of the 1st category of the coastal protective strip and sanitary zones situated near drinking water supply pumps. The States Duma solicits Procurator-General's Office to reinforce the control of the Directorate of Public Prosecutions over the strict observance of the environmental legislation. The Decree cites Moscow and St.Petersburg as megalopolises where the infringement of the environmental legislation is on mass scale and has already caused drastic deterioration of the quality of potable water.
