Keyword Policy/planning Hazards Early warning system Risk assessment/management Local government Geographical area Black Sea, CIS (Commonwealth of Independent States), Eastern Europe, Europe, Europe and Central Asia Abstract This Decree establishes that emergency response plan at the state level was developed to streamline and coordinate the activities of state authorities, local self-government bodies, government bodies and civil protection units, business entities aimed at the elimination of the consequences of emergency situation and the provision of assistance to victims in the event of emergency risk or outbreak of an emergency. The plan is intended for: (a) prompt response of the authorities and civil protection units, prevention of deaths of people, reduction of material losses and organization of the livelihood of victims as priority; (b) organization of management, interaction and informing of the authorities and civil protection units, which are involved in the elimination of the consequences of an emergency; (c) determining the sequence and scope of organizational and practical measures with response to the emergency situation and the elimination of its consequences, terms of execution, responsible executors and necessary resources for this. The plan is implemented by: (a) informing and alerting about the risks of emergency the situation; (b) transfer of control bodies and civil protection units to the regime of increased readiness for emergency situation; (c) actions of the authorities and civil protection units in the mode of high readiness and emergency mode; (d) management during the elimination of the consequences of an emergency; (e) involvement of civil protection units and performance of emergency rescue and other urgent activities; (f) interaction of management bodies and civil protection units; and (g) organization of basic types of security during emergency and rescue and other urgent work and the elimination of the consequences of an emergency.
