Abstract This Decree assigns a special regime to the National Fund for Sustainable Development (FNDS), a collective person governed by public law, under special regime, category A, with legal personality and capacity, endowed with administrative, financial and patrimonial autonomy. The duties of the FNDS are: a) mobilize, generate and manage financial resources, applying them in actions conducive to sustainable development; b) mobilize resources bilaterally and multilaterally for the implementation of sustainable development activities; c) promote and support strategies, programmes and projects that contribute to rural development in an integrated, harmonious and sustainable manner; d) promote scientific research programmes and actions in the field of sustainable development in rural areas; e) finance programmes for environmental management, adaptation and mitigation of climate change, sustainable forestry management, biodiversity conservation, land administration and territorial planning; f) finance technology transfer programmes and/or projects that contribute to the sustainable development of rural areas; g) carry out investment projects and financial investments that promote sustainable development; h) create and participate in the capital of companies contributing to sustainable development; i) funding institutional development activities; and j) manage financial resources of conventions in the environmental, land, forestry and conservation areas and other sectors relevant for sustainable development.
