Abstract

Cattle licences certify the ownership of animal(s) and that there are no health measures in force to prevent the marketing or transport of such animal(s). Annex 1 contains a model licence form. There are four types of cattle licence: single national licence, collective national licence, international licence, and licence issued for cattle registered in the Uniform Registration and Identification System. Article 2 determines the cases in which the keeper must obtain a cattle licence. Licences may be issued by the competent town-clerk only for animals which have been previously marked according to the special provisions on animal health and stockbreeding. A register of licences shall be kept by the town-clerk, whose model form is contained in Annex 2. The state veterinarian is entitled to control the issuance and registration of licences. Licencing exceptions are listed in Article 7. Imported animals shall have an international licence or its equivalent and may be transported only to the place of destination declared in the licence. National licences may not be taken abroad for export purposes. Animals to be exported must obtain an export certificate. Keepers who lose the right of ownership must present the town-clerk with the licence which shall be annulled and removed from the register. Cattle licences of animals to be slaughtered shall be presented to the slaughterhouse which shall register them and once a year send them to the competent town-clerk.
