Abstract

The Supreme Soviet decrees to entitle the Government, the local soviets and the heads of local administrations to undertake additional measures in order to secure the realization of the Law "On priority development of ethnic villages (auls), rural area and agro-industrial complex in the Kazakh SSR". They must provide for, in accordance with the Kazakh consumers' cooperatives association, the improvement of delivery of the consumer commodities to the inhabitants of the rural area. The Government must compensate the production expense for the mixed fodder destined for the guaranteed delivery to big cattle breeding farms, poultry farms and to the population. This Decree establishes that the producers of agricultural commodities irrespectively of the form of property are entitled to sell their produce freely, except for the obligatory delivery to the state supplies. External trade of agricultural commodities is regulated by the quotas and licences established by the Government.
