Decree No. 201 of the National Agency for Regulation in Energy Sector validating the Regulation on guarantee of the origin of electric power generated in the high-efficiency cogeneration regime.

Abstract

Regulation on guarantee of the origin of electric power generated in the high-efficiency cogeneration regime sets out conditions, terms for requesting and issuing guarantees of the origin of electricity, produced in the high-efficiency cogeneration mode set in electric network, information contained in guarantees of origin of electricity generated in the high-efficiency cogeneration mode, and the procedure for registration, management, verification of relevant information. It shall be implemented by the National Agency for Regulation in Energy Sector and by the producers of electric energy who are the owners and managers of cogeneration facilities with the application of one of the following technologies: (a) gas turbine with combined cycle with heat recovery; (b) a steam turbine with back pressure; (c) condensing steam turbine; (d) gas turbine with heat recovery; (e) internal combustion engine; (f) microturbines; (g) Stirling engines; (h) fuel cells; and (i) steam engines. Certificates of guarantees of the origin of electricity produced in the regime of high-efficiency cogeneration and supplied to the grid shall be issued by the Agency, at the request of electricity producers in conformity with this Regulation. This applicant must file written application containing the following information and data: (a) application in accordance with application form contained in the Annex 1; (b) information requested by the Agency for issuance of guarantees of origin, including: 1) identity, location, type and power (thermal and electrical) installation, which generated the declared electricity; 2) date and place of generation; 3) the lowest heat of combustion of the fuel from which was generated electricity; 4) the amount of thermal energy produced together with electrical energy, and its use; 5) the amount of electricity generated in a highly efficient cogeneration; 6) saving of primary energy; 7) nominal efficiency of thermal and electric energy generation; 8) date of putting into operation of installations; and 9) date and country of issuance of guarantees and unified identification code thereof.
