The Ministry of Natural Resources and Environmental Protection shall be responsible for inclusion in and exclusion from Red Book rare and protected species. Rare and endangered animal and plant species shall be included in the Red Book in the following cases: (a) restricted distribution or low number; (b) annual reduction of populated area in the past 10 years or in the course of three generations; and (c) covered by international agreements. Red Book shall be updated at least once in 10 years.
