Abstract

The Regulation on the prophylaxis of foot-and mouth disease consists of 8 sections dealing with the following matters: 1) general provisions (sect. 1); 2) preventive arrangements against the introduction of FMD on the national territory (sect. 2); 3) immediate arrangement in case of exposure of FMD or in case of suspicion of the outbreak of FMD (sect. 3); 4) methods of liquidation of the outbreak of FMD (sect. 4); 5) arrangements in the adverse area (sect. 5); 6) arrangements in the area threatened by FMD 9sect. 6); 7) arrangements in the buffer area (sect. 7); 8) removal of quarantine the subsequent arrangements (sect. 8). FMD shall be diagnosticated on the grounds of epizootic, clinical, pathologoanatomic data and the positive conclusions of the laboratory testing. In the process of the application anti-FMD arrangements the distinction shall be made between epizootic outbreak of FMD, adverse area threatened by FMD and buffer area which boundaries must be delimited by the veterinary institutions. Imported animals must pass quarantine inspection. In case of the introduction of quarantine transport of animals shall be authorized only for slaughtering. In case of the exposure of FMD at slaughterhouse quarantine shall be imposed thereon with the prohibition of coming-out of meat and animal products. The Regulation on the collection, conservation and delivery of biological materials for laboratory diagnostic of FMD establishes that lymph of the mucous membrane (cattle), lymph of pig’s snout (swine), lymph in the cleft of the hoof (cattle, small cattle, swine, camelids and other animals vulnerable to FMD). Samples of the pathological material must be placed in a hermetically closed flask and then frozen, labelled and delivered with the accompanying explanatory note to the laboratory for diagnostication.
