It also establishes classification of food additives. It shall be prohibited to use food additives for concealment of poor quality alimentary raw materials and components or utilization of processes non-conforming with the established sanitary and hygienic procedures and methods. Food additives shall be used on the following conditions: (a) if the use thereof is technologically substantiated and utilization of food additives cannot be avoided or substituted; (b) in case of availability of scientific evidence and substantiation that applied quantities do not represent risks for consumers; and (c) use of food additives does not mislead consumers.
