It completely prohibits the fishing for young Norwegian herring in the territorial waters of Svalbard in 2011. Infringement, caused by either intentional or negligent behaviour, shall be punished in accordance with section 4 of the Act relative to Svalbard of 1925 and sections 61, 64 and 65 of the Marine Living Resources Act. Assistance in fishing or attempt to fish shall be regarded as fishing.
