Abstract This Decree validates rules and regulations for ensuring nuclear and radiation safety at nuclear power plants as sources of radiation impact on staff, population and environment. It establishes basic criteria for safety of nuclear power plants, basic principles and technical and organizational requirements aimed at ensuring radiation safety. This Decree shall be applicable to all phases of a full life cycle of nuclear power plants as envisaged by the legislation on the use of nuclear energy. It shall also be applicable in case of the outbreak of nuclear disaster. Nuclear power plant meets safety requirements if complying with the following conditions: (a) radiation impact of a nuclear power plant on staff, population and environment at normal operation and violations of regular operation before design basis accidents (design emergencies) does not exceed the specified radiation doses to staff and population, emission and discharge rates; (b) radiation impact of nuclear power plant on staff, population and environment is limited in case of accident within design basis.
