The Decree shall enter into force 3 August 2004.
Abstract

Art. 14 has been amended for what is related to the competence in evaluating and approving Environmental Impact Assessments (EIA) on national parks and conservation zones, the builfding of infrastructures in urban settlements, seaports, hydro-electric power plants and refining operations for oil.
