Abstract

This Decree establishes the procedure for setting up staff office of civil defense – managing body of civil defense constituted for the purpose of organization and ensuring fulfilment of the arrangements of civil defense in wartime. Staff office shall be constituted on the basis of the Ministry for Emergency Situations in accordance with the legislation of the Republic of Belarus. The main tasks of the staff office of civil defense: (a) development of operational, administrative and planning documents for issues of civil defense and organization of their implementation; (b) management of civil defense forces and ensuring their readiness for liquidation of emergencies, conducting rescue and other urgent operations; (c) organization and implementation of protective measures; (d) organizing the implementation of measures to ensure sustainable functioning of organizations subject to transfer to work in wartime; (e) organization of monitoring and control of the state of the environment and potentially dangerous sites, forecasting emergency situations, control over storage of territorial, local and facility reserves for liquidation of emergency situations; (f) organization of interaction between civil defense staff office and military departments for prevention and liquidation of emergency situations; and (g) performance of other tasks of civil defense in accordance with the legislation of the Republic of Belarus.
