Abstract This Decree specifies criteria for participation in coastal vessel groups for purse seine vessels or vessels fishing with nets or longline with a length between 13 and 27,50 meters (Chap. I) and purse seine vessels or vessels fishing with nets or longline under 13 meters of length (Chap. II). Chapter III prescribes offences. Conditions regard registration, inclusion of the owner and the captain of the vessel in the Fishermen Census, equipment of the vessel in the case of participation by a vessel which depends upon the length of the vessel, and participation in the year 2004 only for vessels between 13 and 21,35 meters of length. The Decree provides also for fishing rights in the case of transfer or lease of the vessel (sects. 4 to 7).
