It also applies in specified circumstances to vessels longer than 28 meters (art. 1). The Decree aims, through special rules relative to vessel fishing quotas for vessels to which the Decree applies at contributing to a rational management of coastal fishery. It provides for the exchange of quotas and the assignment of structural quotas, i.e. a kind of transferable quotas.
