Abstract This Decree, consisting of 7 Chapters and 1 Annex, approves the Structure of the State Secretariat of Environment, Planning, Town, Technology and Science (SEMAC). It establishes competencies and duties of the above mentioned State institution, entitled to perform the following activities: designing research and global, sectoral, regional and urban assessments, requested by the socio-economic programmes of the State Government; coordinating the direction and supervision of the pluri annual plan of action; designing and implementing special development projects; carrying out research and investigations concerning land use planning and technical development.
