Abstract

This Regulation defines the main tasks, functions, structure, composition of forces and means, the procedure for the functioning of the sectoral subsystem of the State emergency prevention and liquidation systems of the Ministry of Public Health. Sanitary and epidemiological intelligence shall be intended timely and continuous receipt of reliable information on sanitary and epidemiological situation in the emergency zone related to natural and man-made disasters. Sectoral subsystem of the State System for Prevention and Elimination of Emergencies shall be integral part of the state early warning system and is intended for organization and implementation of work to protect state organizations subordinated to the Ministry and public health from emergency situations, prevention and elimination of medical and sanitary consequences of emergencies and disasters. The main tasks of sectoral subsystem shall be as follows: (a) provision of medical care to the population affected by emergencies; (b) collection, compilation, analysis and presentation of emergency data to authorities about victims in emergency zones; (c) constant monitoring of changes in the sanitary and epidemiological situation at the national level; (d) forecasting and assessment of risk in emergency zones; and (e) forecasting and assessment of health consequences in emergencies.
