It also provides rules for the use and supervision of the use of animal by-products and derived products not intended for human consumption under Articles 17 and 18 of the European Parliament and Council Regulation (EC) No 1069/2009 and the placing on the market of animal by-products and derived products not intended for human consumption in accordance with Chapter VII, point B of Annex XIII to Commission Regulation (EU) No 142/2011. The Decree also applies to the supervision of establishments processing animal by-products processed in slaughterhouses and establishments in the fisheries sector under the Food Act. The Decree applies neither to biogas and composting plants treating animal by-products or the operators which process fertilizer products of animal origin, except for plants processing by-products by pressure sterilization.
