This Decree enters into force on the day of its publication.
Abstract

This Decree creates the National Council for Indigenous Policy (CNPI) under the Ministry of Indigenous Peoples, a consultative collegiate, responsible for preparing and monitoring the implementation of public policies aimed at indigenous peoples. The CNPI is responsible to: propose objectives and principles for public policies aimed at indigenous peoples; monitor the implementation of public policies aimed at indigenous peoples; support the integration and articulation of governmental and non-governmental bodies that make up the CNPI and work with indigenous peoples or whose actions affect them; encourage harmonization between specific, differentiated public policies directed at indigenous peoples; propose the holding of National Conferences on Indigenous Policy; support the promotion, in conjunction with government agencies and indigenous-related entities, of educational campaigns on the rights of indigenous peoples and respect for their ethnic and cultural diversity; propose technical training actions to qualify the performance of government agents and representatives of indigenous peoples in indigenous-related policy; support and encourage the holding of events organized by indigenous peoples, especially for the debate and improvement of public policy proposals for them; monitor the preparation and execution of the Union's General Budget, within the scope of public policies aimed at indigenous peoples; contribute to the creation of an information system that integrates, in a single easily accessible platform, the various existing databases on population, health, education, territoriality and other relevant issues of indigenous peoples in the country; monitor and, eventually, receive and forward reports of threats or violations of the rights of the indigenous community or people to the competent bodies, in addition to recommending the measures to be adopted; draw up its bylaws; and monitor proposals for normative acts and administrative and judicial decisions that may affect the rights of indigenous peoples.
