Abstract

This Decree creates the Aquilomba Brasil Programme and its Management Committee within the scope of the federal public administration, with the purpose of promoting intersectoral measures to guarantee the rights of the quilombola population in the country. The Aquilomba Brasil Programme will be coordinated by the Ministry of Racial Equality. The principles of the Programme are: transversality of gender and race in public policies aimed at the quilombola population; respect for self-determination, territorial integrity and the full effectiveness of the social, economic and cultural rights of the quilombola population, recognized in the Constitution and in Convention No. 169 of the International Labour Organization; recognition of the traditional quilombola way of life as a sustainable practice of relating to nature; prioritization of assistance to quilombola communities in situations of social vulnerability, where there are significant rates of violence and low levels of education; social participation and control in public policies for the quilombola population; gender equity; and government actions to implement the rights of the quilombola population. The Programme will include also actions aimed at the following thematic axes: access to land and territory; infrastructure and quality of life; productive inclusion and local development; and rights and citizenship.
