Abstract This Decree approves the Kigali Amendment to the Montreal Protocol on the Protection of the Ozone Layer. It aims to protect the ozone layer and combat climate change, and was generally adopted in Kigali, Rwanda, during the 28th Meeting of States Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, held in October 2016 entering into force on 1 January 2019, under the terms of Article IV. This Amendment, which has already been ratified by 88 States, has the primary purpose of reducing the production and use of hydrofluorocarbons (HFCs) which, currently, are commonly used as substitutes for hydrochlorofluorocarbons (HCFCs) and chlorofluorocarbons (CFCs), therefore, hydrofluorocarbons have a neutral impact on the ozone layer.
