Abstract

This Regulation establishes the procedure for reimbursement of expenses associated with the construction and reconstruction of irrigation and land reclamation facilities in case of putting in use land previously unused in agriculture. It shall be applicable to construction and reconstruction related to irrigation and reclamation facilities performed on reclaimed land and repair of existing irrigation and reclamation facilities. It shall not apply to restoration works. Reimbursement shall be performed in accordance with investment agreements or within framework of public-private partnership. Investment agreement or public-private partnership agreement must envisage: (a) construction performed by the project initiator and the list of reconstruction works and required initial amount of funds (financing); (b) business project; (c) basic calculation of subsidy allocated from state budget for each hectare of land and other liabilities.
