Decree No. 1 of the Committee on Material Reserves validating the Regulation on the modalities of acceptance, storage and delivery of grains of the state material reserve by the storehouses.

Abstract

Grains of the state material reserve shall be considered reserve stock to be stored in conformity with the refreshment and replenishment schedules that must be jointly elaborated by the Ministry of Economy and by the Committee on Material Reserve and must be subsequently validated by the Council of Ministers. Grains of the state reserve stock shall be stored by the authorized organizations – the responsible storehouses. The stocks of grains of the state material reserve can be depleted exclusively by the authorization of the Cabinet of Ministers. The storage of grains shall be carried out by order of the Committee that must specify the variety, quality, quantity of grains and storage conditions. Grains subject to storage at the storehouses of the state material reserve must comply with food quality and food safety requirements. Flour and cereals must comply with the requirements set by the state standards. Cereals and grains before storage must be free of not characteristic smell and free of pests. Grains must be stored in bulk or in silo. Grains of the same variety, of the same type and of the same quality must be stored in silo. Flour and cereals must be stored in sacks in not heated, functioning, dry and clean storehouses. Grains in the storehouses of the state material reserve in the process of storage shall be processed by drying, cooling, disinfection within terms ensuring the integrity of their qualities.
