The aforesaid Commission shall be the authorized state institution in the sphere of plant protection and shall carry out the following tasks and functions: (a) elaboration and implementation of common state policy in the sphere of use of chemicals and plant protection with a view of raising crop yield and conservation of crops by means of application of highly efficient, ecologically safe and lo-toxic chemical and biological preparations; (b) coordination of ministries and departments as regards manufacturing and application of chemical and biological preparations; (c) regulation of application of chemicals used for plant protection, registration and re-registration thereof and issuance of authorization for the application thereof; and (d) quality control over chemicals and preparations used for plant protection.
