But in case penalties have been imposed and implemented in accordance with Article 65, paragraph 7, of the Fisheries Act, and in addition to one of the existing fishing vessel monitoring systems, at least another set of fishing vessel monitoring system has be installed as a backup and tested, such vessels may apply for and obtain the certificate of operation for the following year.
