Abstract This Decree-Law consisting of 23 articles aims at establishing that strategic commodities (local or imported food and consumer goods, which in their nature or need are of vital importance for the consumer) may only be dealt with by those who are registered in the list of major suppliers or registered traders. The competent department at the Ministry of Commerce and Industry supervises and manages the strategic stock and establishes and manages an electronic linking system to monitor and supervise the strategic stock. These strategic stocks are intended in order to avoid running out and to deal with situations of emergency conditions, crises and disasters.
