This Decree-Law enters into force on the day after its publication.
Abstract

This Decree-Law establishes targets for the consumption of energy from renewable sources, partially transposing Directive (EU) 2018/2001. In particular, it aims to: a) Complete the transposition into the National legislation of Directive (EU) 2018/2001, of the European Parliament and of the Council, of December 11, on the promotion of the use of energy from renewable sources; b) Establish national targets for the use of renewable energy in gross final energy consumption and for the share of energy from renewable sources consumed by transport; c) Establish the criteria for sustainability and reduction of greenhouse gas emissions for the production and use of biofuels, bioliquids and biomass fuels, as well as criteria for reducing emissions from greenhouse gases to non-biologically sourced renewable fuels and recycled carbon fuels; d) Establish the mechanisms for issuing guarantees of origin for: i) Electricity from renewable energy sources; ii) Heating or cooling energy from renewable energy sources; iii) Gases of low carbon content and for gases of renewable origin; iv) Production of energy in high-efficiency cogeneration installations; e) Define mechanisms to promote biofuels and biogas in transport, etc.
