Abstract This Decree-Law approves the new regime to perform the livestock activity (NREAP). It aims at regulating livestock holdings, warehouses and gathering centres, guaranteeing respect for animal welfare standards, animal hygiene and health protection, the safeguarding of health, the safety of people and goods, the quality of the environment and land use planning, within a framework of sustainability and social responsibility of livestock producers. It establishes procedures and conditions for the installation, alteration and exercise of a livestock activity. The NREAP applies to: a) Livestock activities included in groups 014 and 015 and subclass 46230 of the Portuguese Classification of Economic Activities (CAE) - Revision 3, approved by Decree-Law No. 381/2007 of 14 November, with the exception of the activities identified under Nos. 01491 - beekeeping and 01493 - pets; b) Complementary activities in the management of livestock manure originating from livestock farms or autonomous units, in the case of composting units, technical units or biogas production units, as well as agricultural holdings that value livestock manure. By order of the member of the Government responsible for the areas of agriculture and rural development, the regulatory norms applicable to the detention and livestock production or complementary activities of the following species of animals are defined: a) Cattle, sheep, goats or other ruminants; b) Pigs; c) Poultry; d) Equidae; e) Rabbits and other species. The NREAP applies to the Autonomous Regions of the Azores and Madeira, without prejudice to adaptations resulting from the structure of the autonomous regional administration, to be introduced by appropriate regional legislation.
