Abstract This Decree-Law, consisting of 8 articles, defines a special and extraordinary regime for the installation and operation, by municipalities or by inter-municipal communities or by associations of new biomass valorisation centres. In addition, it defines support and incentive measures to ensure their implementation, with the fundamental objective of forest protection, forest management and preservation, and fire-fighting. The power in the public utility grid to be allocated under this Decree-Law is limited and cannot exceed 60 MW on the mainland and a maximum of 15 MW per power plant.
