Abstract This Decree-Law, consisting of 3 Chapters, divided into 64 articles, establishes the exceptional legal regime of urban conversion and legalization (Chap. II) of Illegal Origin Urban Areas (AUGI). It regulates requirements for buildings or groups of adjacent buildings, regardless of their ownership that without authorised license, have been subject to installment or spontaneous occupation by informal settlers, aimed at illegal construction at the date of entry into force of this Decree-Law. In addition, it specifies that urban plans should be classified as urban areas, which establishes the general principles and regulates urban land-use planning measures, land legalization, process of conversion for private or municipal initiatives and process of legalization of illegal buildings.
