Abstract This Decree-Law, consisting of 22 articles divided into five Chapters, creates the Social Protection Reserve Fund (FRSS) and defines the respective management model. FRSS is a legal person governed by public law, endowed with legal personality, administrative, financial and patrimonial autonomy, exclusively intended for the achievement of its objectives. The FRSS aims to ensure and be exclusively allocated to the financial stabilization and sustainability of the Social Security contributory regime. The funds allocated to the FRSS constitute Social Security money and are not considered public money under the terms of article 12 of Law No. 13/2009 of 21 October.
