Abstract

This 23-article Decree-Law aims to regulate the General Petroleum Authority and applies to all individuals in the hydrocarbons sector. Article 3 establishes the Authority as the exclusive provider of petroleum derivatives in the Palestinian market, overseen by the Ministry of Finance. The Authority's goals include balancing interests in the sector, fostering a sustainable environment, and maintaining a strategic stock of petroleum derivatives. To achieve these objectives, it will ensure legal compliance, engage in contracts, establish storage facilities, grant permits, collaborate on standards, address environmental requirements, develop an information system, and conduct public education programs on hydrocarbon significance and safety conditions. Article 7 establishes the Board of Directors of the Authority whose responsibilities are include formulating policies and strategic plans for the hydrocarbons sector, proposing them to the Cabinet. It delegates system projects, establishes risk allowance conditions for Authority employees, and approves periodic reports. The Council also appoints signatories for the Authority's accounts, proposes the annual budget, forms necessary committees, accepts grants, approves permits, develops regulations, encourages sector investment, recommends a government-owned petroleum company, and initiates legal actions when necessary.
