Abstract This Decree-Law establishes the general regime for legal metrological control of measuring methods and instruments. Legal metrological control applies to: a) Measurement methods and instruments used in commercial transactions, tax or salary operations, safety, health, energy and the environment; b) Quantities of pre-packaged products; c) Measurement container bottles. Measuring methods and instruments comply with the metrological quality established in the legal metrological control regulations. In the absence of these regulations, measuring methods and instruments can be guided in accordance with the recommendations issued by the International Organization of Legal Metrology (OIML), by applying the definitions contained in the International Vocabulary of Metrology and Legal Metrology terms. Activities carried out, both upstream and downstream, in the oil sector and in the mineral resources sector are excluded from the scope of application of this Decree-Law.
