Abstract The purpose of this Decree-Law is to establish the phytosanitary framework in Timor-Leste to prevent the introduction and control the spread of pests, protect plant resources and facilitate trade in plants and plant products. It applies throughout the national territory. Its objectives are: a) Preventing the introduction and propagation / dissemination of harmful organisms, especially for quarantine purpose; b) Control pests throughout the national territory, with the aim of preventing their spread and achieving their eradication; c) Ensure the inspection and certification of plant products for import and export. DGQB performs the following functions: a) Establish phytosanitary and administrative standards that must be observed for the import, export, re-export, treatment, movement and cultivation of products subject to control; b) Order the placement of products subject to control under quarantine regime in official stations or places for equivalent purposes for a certain period; c) Regulate the inspection and control of products subject to control, as well as packaging and vehicles that transport them under any type of customs regime, including municipalities; d) Issue phytosanitary import licenses and phytosanitary certificates for export and re-export and transit authorizations for products subject to control e) Confiscate, order the treatment and return or destruction of products subject to control, when they do not comply with the provisions of this diploma or others provisions on phytosanitary inspection and plant quarantine; f) Inspect and control agricultural fields and forest stands, nurseries and places where vegetables are stored and sold in order to understand the phytosanitary situation and detect the possible presence of regulated pests; g) Propose fees for the provision of phytosanitary inspection and plant quarantine services; h) Delegate powers provided for in this diploma; i) Promote the dissemination of this diploma and other legislation in the sector; j) Establish cooperation with other countries in regional or international plant protection activities.
