Abstract This Decree-Law, establishes the obligation to acquire at least 75% of foodstuffs produced in Timor-Leste within the scope of public procurement operations. For the purposes of applying this law, “foodstuff” means any prepared or to be prepared substance, whether treated or not, intended for human consumption, including beverages and chewing products, with all the ingredients used in their manufacture, preparation and treatment. At least 75% of foodstuffs intended for human consumption, purchased by the direct or indirect administration of the State, including public companies, must be produced in Timor-Leste. The member of the Government with competence to authorize the provisioning procedure for the public contract for the acquisition of foodstuffs or with powers of supervision may authorize the reduction of the value above provided, when the stock of foodstuffs to be supplied, available on the national market, is insufficient to meet the needs of the public administration.
