Abstract This Decree-Law, consisting of 183 articles divided into 23 Chapters and one Annex, regulates the Offshore Oil Operations in Timor-Leste. The purpose of this Decree-Law is to regulate petroleum operations relating to offshore petroleum resources, pursuant to article 31 of the Petroleum Activities Law. The present Decree-Law has the following objectives: a) guarantee the maximum recovery of Petroleum Resources of Timor-Leste; b) Avoid waste and pollution; c) Impose the use of safe and effective practices of research and exploitation; d) enable the effective monitoring, supervision and inspection of petroleum operations; e) contribute to the achievement of Timor-Leste's overall development objectives and priorities.
