Abstract This Decree-Law, composed of seven articles and one Annex, regulates the establishment of the Port Authority and on the approval of the bylaws thereof. The Port Authority of Timor-Leste (PATL) is established as a public institute vested with corporate entity, administrative and financial autonomy, and property of its own, which shall be under the tutelage and supervision of he Minister of Transport, Communications and Public Works. The Decree-Law rules on PATL property, management and secondments. The Annex, divided in four Chapters, regulates PATL nature and seat, its area of jurisdiction, and the related responsibilities.
