Abstract

This Decree-Law, consisting of 14 articles, approves the information regime for timber logging, thinning or uprooting trees and the traceability of the wood material. In particular, it establishes the mandatory declaration of cutting, extraordinary cutting, thinning or uprooting of trees of forest species, hereinafter referred to as the tree cutting manifesto (MCA), in mainland Portugal, which are intended for marketing and self-consumption for industrial transformation, as well as the traceability of the wood material destined for the first processing industry and for export. This Decree-Law applies to forestry operators who extract forestry species and who place wood on the national market for commercialization and self-consumption for industrial transformation, and to other operators involved in the acquisition of trees and their wood material. It also applies to operators that carry out transport, storage and the first processing of the wood material destined for the industry, and also to the export of the wood material. The above mentioned activities are exempt from MCA, when they are intended exclusively for self-consumption, with the exception of cases of self-consumption for industrial transformation; or the number of trees is less than or equal to 10.
