This Decree-Law is divided into 12 articles approving the CCR's constitution. Article 4 deals with technical and economic agreements between ministries responsible for agriculture and fisheries, specifying the cases in which such agreements should be carried out. The constitution is divided into 5 chapters. Chapter I deals with the objectives of the CCR which include: granting financial assistance to fishing and agricultural cooperatives, as well as credit to third parties. Chapter II deals with the kind of incentives and financial assistance in these areas by facilitating credit for construction, renovation, or any other improvement (art. 6). Article 7 defines cooperatives which may benefit from such credits. CCR must guarantee for the fulfillment of contract obligations of third parties (art. 12). Chapter III lists the CCR competent authorities, specifying their duties and composition.
