It introduces in the national legal order Directive 2001/42/EC on the assessment of the effects of certain plans and programmes on the environment and Directive 2003/35/EC providing for public participation in respect of the drawing up of certain plans and programmes relating to the environment. In particular, it defines the contents of environmental assessment, regulates the Environmental Declaration and consultation process with relevant stakeholders. Finally, it rules on control procedures. The Annex provides the criteria for defining the probability of significant environmental effects.
