Abstract This Decree-Law, composed of 20 articles, institutes the National Council on Environment and Sustainable Development. The Decree-Law defines its composition, competence and functioning regime. The Council is envisaged as an advisory body of the Ministry for the Environment with the role of providing the participation of all social, cultural and economic forces in the environmental policy.
